Tchad : Le deuxième Forum National Inclusif prend fin ce premier novembre.

Ouvert le 29 octobre dernier au palais du 15 janvier, le deuxième Forum National Inclusif vient de prendre fin dans cette soirée sous la houlette du Président de la République Idriss Deby Itno. La cérémonie de clôture initialement prévue pour hier a été reportée ce 01 novembre compte tenu de l’élasticité des débats.

Durant 04 jours, les forces vives du pays se sont réunies pour apporter des rectificatifs aux 74 résolutions ayant émané de la première messe nationale de 2018. Sur les 600 participants, ce sont au total 300 personnes qui ont pris la parole pour l’édification d’un nouveau Tchad et pour le renforcement des acquis de la IVème République.

Pour le Président de la République, ce Forum est une réussite. Il a tenu à remercier les organisateurs, les dirigeants et les participants qui ont été à la hauteur des attentes.

De nombreuses résolutions et recommandations ont été adoptées lors des assises et seront traduites dans un bref délai dans le rapport général définitif du deuxième Forum National Inclusif. Toutefois, on peut retenir grosso modo les points les plus marquants qui sont dégagés de ce forum :

Le rétablissement des sous-préfectures ;

Le renforcement des communes ;

La levée de la limitation du mandats pour les élus locaux ;

La réduction à 40 ans de l’âge d’éligibilité à la magistrature suprême et la suppression du serment confessionnel ;

La création de la vice-présidence ;

La création du Sénat ;

La restauration du poste de Médiateur National et le recentrage du Haut Conseil des Collectivités Autonomes et des Chefferies Traditionnelles etc.

Un troisième forum national Inclusif est préconisé pour 2023.
